'MEPA should abide by its regulations, and be transparent and accountable. After the whole controversy on the ODZ rationalisation, anomalies such as the one in question were supposed to stop. In reality things seem to remain the same. If this is what MEPA's reform looks like, then we have moved one step forward and two steps back'.
